Rachelle Kaye

Dr. Rachelle Kaye is the CEO of K-Tor Consulting Services and a consultant to and member of the Board of EHTEL (European Health Telematics Association). She has been an active professional in the area of health care management for over 40 years, in the North America, Israel andin Europe. She has been particularly active  in the area of care for the elderly and digital health. In her role as deputy medical director in Maccabi Healthcare Services ( the second largest health fund in Israel) she initiated and supervised Maccabi’s geriatric department and was a member of two Ministerial committees on long-term care.  She established and directed the Maccabi Institute for Health Services Research from 2004-2013. Dr. Kaye was Chairman of the Working Group on Long Term Care and Active Aging,  Association Internationale de la Mutualite (AIM) from 2008  – 2016. She has actively participated in numerous European projects dealing with LTC and integrated care and has also published articles on LTC systems, LTC insurance, and digital technologies in LTC. Most recently she co-developed a digital maturity assessment toolkit for integrated LTC as part of the HORIZON funded Laurel Project. Dr. Kaye is a consultant to a number of healthcare organizations  and is a member of the EHTEL team in the LAUREL project, focusing on digital solutions for integrated Long Term Care.
