Peruvian lawyer working on disability and social protection policy at Peru’s national disability authority, Conadis. I led the conceptual and initial policy design of the country’s first deinstitutionalization strategy for Conadis’ long-term care services for persons with disabilities, currently reaching nearly 500 people nationwide. I also coordinated the first nationwide supervision of all 26 Regional Disability Offices and led the initial design of two community-based service models that lay the groundwork for a future national care system. My work focuses on translating human rights standards into the operational design and implementation of public policy.

Research interests

Deinstitutionalization, long-term care policy, community-based support systems, independent living, care and social protection systems, legal capacity, and the intersection between disability, care, and human rights. I am particularly interested in comparative research on how countries transition from institutional models of care toward community-based support systems for persons with disabilities.
