Igor Shagalov

Igor is a Research Associate within the Care Policy and Evaluation Centre at the London School of Economics and Political Science. His areas of expertise are economics of social care, quantitative analysis, social policy analysis, health economics, institutional economics.

Igor holds a PhD in Public Administration from Higher School of Economics (HSE) University. He worked as a Research Fellow at the Center for Institutional Studies and as a senior lecturer at the Department of Applied Economics at the HSE University. He was also involved in the Human Capital Multidisciplinary Research Center (HCMRC), a consortium of four leading Russian universities in human capital research. At the HCMRC he worked on a project studying the outsourcing of social services to the non-profit sector. Igor has published a number of papers in peer-reviewed journals and has been a speaker at academic conferences and popular science events for the general public.
