Elena Glinskaya

Elena Glinskaya is a Lead Economist at the Social Protection and Jobs Global Practice in the Western & Central Africa region of the World Bank, where she focuses on youth employment, managed migration (including migration of care workers), and safety nets delivery systems. Elena’s previous assignment was in the SPJ unit of the East Asia and Pacific region, where she focused on the broad implications of demographic ageing, service delivery, and fiscal policies in Vietnam, China, Indonesia, and Thailand (and, through cross-support in Greece and Romania). Between 2008 and 2011, Elena lived in Almaty, Kazakhstan, where she was an HD Country Sector Leader for Central Asia; and between 2012 and 2018, she lived in Beijing, China, where she was a Program Leader for China, Mongolia, and Korea. Before this, Elena has been part of teams delivering financial and knowledge-transfer services to governments in South Asia and Africa. Trained in labor, econometrics, and health economics, Elena published books and articles in the areas of social safety nets, elderly care, health, migration, poverty, and labor markets. Elena received her MS degree in Mathematics and Computer Science from the Moscow State University in Russia and a Ph.D. in Economics from the University of North Carolina at Chapel Hill in the USA.
