Finn Turner-Berry

Finn is the Workforce and Research Lead at the National Care Forum (NCF), where he leads a strategic portfolio spanning workforce policy, research, data, and industrial relations. He plays a central role in shaping NCF’s policy influence, delivering national research programmes, and supporting members to respond to the major workforce and legislative challenges facing adult social care. His work focuses on workforce reform, employment rights, and strengthening the evidence base underpinning the sector.

Finn also leads NCF’s research portfolio, working in partnership with leading universities and organisations to deliver major national studies. He is also active in ongoing international research collaboration, including co-hosting the Ageing Commons with the Global Observatory of Long-Term Care, convening global leaders to share research, innovation, and practice.

Prior to joining NCF, Finn worked in the Health Foundation’s policy team and led mixed-methods research with Bristol City Council on young people not in employment, education, or training. He also brings frontline care experience through his early careers role as a personal assistant supporting an individual with a learning disability to live independently.

Research interests

Finn’s research interests sit at the intersection of workforce studies, organisational learning, and the design of adult social care systems. He has a particular interest in the workforce dimensions of care delivery, including recruitment, retention, diversity, and learning and development. His work seeks to understand how staff, organisations, and communities experience and shape care. His policy interests include industrial relations, workforce voice and engagement, and the role of communities in the co-design and implementation of care and support services. Going forward, he aims to develop a programme of research in these areas, contributing to the development of more effective, sustainable, and equitable models of care.
