Melania Álvarez García is Manager of the Long-Term Care Cluster of Asturias (Spain) and a political scientist with extensive experience in social policy, public administration, and long-term care governance. She holds a Degree in Political Science and Public Administration (specializing in International Relations) from the University of Santiago de Compostela, alongside postgraduate qualifications in Political Marketing, Strategy and Political Communication, Public Affairs and Corporate Diplomacy, Smart Regulation, Public Leadership, and Strategic Public-Private Collaboration.

Between 2019 and 2024, she served as Regional Minister for Social Rights and Welfare and Government Spokesperson of the Government of Asturias, leading the strategic development and transformation of the regional social services system, including policies for older persons, people with disabilities, children, and vulnerable populations. During her tenure, she oversaw the implementation of long-term care reforms, the social services response to the COVID-19 pandemic in care facilities, and key projects linked to Spain’s Recovery, Transformation and Resilience Plan, as well as landmark legislation on social rights and accessibility.

She previously served as a Senator in the Spanish Senate (2024–2025), contributing to legislative work on Social Rights, Disability, and Agenda 2030, and as Director General for Citizen Participation (2015–2019), where she promoted transparency, open government, citizen engagement, and regional coordination before the European Union. Her expert contributions to GOLTC focus on LTC system governance and reform, care ecosystems, smart regulation, and public-private partnerships.
