Who pays for Long-Term Care in England now and how could this change?

Who is currently bearing the costs of Long-Term Care in England and how would this change under alternative funding scenarios? In this webinar we will first explore the scale and composition of long-term care expenditure, including spending on residential and community-based care, and how costs are shared between local authorities, the NHS and service users.

Then, drawing on the CPEC macrosimulation model and the CARESIM microsimulation model, we will explore the future cost impacts to 2038 of reforms proposed by previous governments such as introducing a lifetime cap on care costs and changing the means test. The presentation will cover both the additional public expenditure associated with these reforms and the distribution of financial gains across care users with different socioeconomic status.
